"Green cards" are handed out house to house by NPC headed by the Cerilles dynasty. After voting straight for the party, the poll watchers will validate the card and voters will proceed to an undisclosed location to claim their money. This way the candidates can make sure they only pay for the voters who really voted for their bets.
