One incumbent brgy councilor was seen beside a teacher assigned with the Computerized list of voters. However, it was not posted outside the classroom but located inside the school gym. The male councilor was handing out sample ballots of the UNA supported local candidates with cash bills folded inside the said sample ballots. When legal team from the other party complained of said incident, the male councilor was denying said act even caught red handed. Then he began debating with lawyers and leaders that he was a councilor and he had a right in handing out ballots.
